Cheaper to reduce the 15% yielding debt. Your CEO does not come across very professionally when discussing this debt matter in CCs, it is his fiduciary duty to look after his shareholders and not his creditors. Talking publicly about the creditors in a folksy chummy manner is very unprofessional and another reason I find it hard to take him and the financial running of this company seriously.
