LMT and BA are to blame for the satellite processing business not expanding much more than it did as it only organically grew from 1997. ASO's facilities were built to handle the Delta IV and Atlas V picking up a substantial part of world commercial satellite business but their expensive rockets never delivered the missions. SpaceX/Orbital then cornered the ISS resupply business with their allure to NASA of cheap new rockets which ASTC could never have hoped to match with its tiny revenue. ASO was then forced to live on NASA science mission/USAF scraps.

It's only now LMT/BA via their joint ULA company have decided to build a future rocket that is cheaper and better than all its competition, only 20 years too damned late for ASTC though lol !! This is one of the reasons LMT bought ASO I believe so they can have full control of the facilities that can handle this increased volume.
