I love the future prospects of Cytosorbents , I am having a little problem with the math ,

To authorize our Board of Directors, in its discretion, to amend our Articles of Incorporation, as amended, to reduce the total number of authorized shares of Common Stock from 800,000,000 to 50,000,000


Now if you RS the 800 million shares to 50 million shares that is a 16 to 1 RS , I need help here on how they are doing this math ,are they including more shares here that I don't know of .
