Bid and ask change all day on all stocks. When you see a huge ask on a penny stock it is always dilution. I bet whatever stock you are watching has billions outstanding and on the verge of a reverse split. Be more mindful of that ask size and if it changes with buys. If it doesn't move even though the ask keeps getting hit you can bet there is massive dilution going on there.
