It has nothing to do with which market it's going into, but rather how many AMD is willing to make. Their entire cost structure, yield model, product output, etc, is all based on a very small percentage of die being dual core. While they are bringing a new fab online and taking advantage of foundry manufacturing, it remains to be seen if they can bring all that capacity online fast enough to make the transition. By mid-year with the Turion X2 introduction, I am not expecting any significant volumes until Q3 at the earliest.
