Clearly states that they have correct zoning and "Agricultural Use -Value Added" which meets the requirements of an MMPR. Now that the zoning by-laws are being changed, they are protected under legal non-conforming use, and it shows that they have applied for a license through Health Canada for producing medical marijuana. If that doesn't show 'intent' then I don't know what does.
