ICF is a huge company with about 1billion in yearly revenue that deals with exploration, research, strategy, project development, asset sales and purchases, and investments in the energy industry, including oil and gas.

Hughes is in Texas has been working at Shell since 1988. He has worked as a senior project manager and a major projects manager for them. His profile shows he has worked for Shell in Texas and Ontario. He does not give locations for where he was doing his work for Shell from 1988-2008, but it is likely that he was all over Texas and Canada among other places during that time. Both Hughes and Brown did work for Shell in Sarnia, Ontario, although I cannot find any concrete evidence to show that they were ever in Sarnia at the same time.
