Let us think in terms of the given facts:
1. SIRG owns 100% of Chloride Copper Mine and all its effort is directed to start production.
2. SIRG has no Capital to produce and It looks like it has no money for Publishing required SEC forms.
3. SIRG and Key Capital Corp ( KCC )has an agreement to fund the production of the mine.

I have four scenarios by using Binary Hyphotesis:
The Binary hypothesis are:
SIRG acts in good faith 1;
SIRG is a scammer 0;
KCC acts in good faith 1;
KCC is a scammer 0;

The scenarios then are:
1. SIRG acts in good faith and KCC acts in good faith
2. SIRG acts in good faith and KCC is a scammer
3. SIRG is a scammer and KCC acts in good faith
4. SIRG is a scammer and KCC is a scammer

Scenario #1 is the best for shareholders but it doesnt guarantee good news. KCC must deliver Funding in order to have good news.
Scenario #2 is a very bad scenario for us shareholders, it would waste precious time
Scenario #3 could help to produce good news so selling on news would be the best path for this scenario.
Scenario #4 is a "God save us scenario".
