Maybe for larger projects at government level, but I live in rural Tennessee, a mostly red area. Lots of the farmers around here are interested in having solar on their house or barn roof once they get talking about it. Enhances the independent streak big time. Beans, bullets, bibles and solar might be the new way. But the knowledge level is low, and there is little to no local access to anything solar.
