I'm not sure I understand what you're saying here. "Quasi layers" vs "supportive layers" vs "real layers" and "all that can be determined". Pretty nebulous stuff. Are you suggesting a very long term outook looks promising based on what you would do if your were working with the TSA and determining IDIQ?
