Any thoughts on why with 40 million in bank they have the second offering in a year?

This CEO has driven this down from $5.00 to .40 cents at the same time doubled his salary, reverse split it, increased share structure, diluted and had 2 offerings.

He has destroyed any shareholder patronage.
