Intel has extremely sophisticated supply chain management that they have perfected over decades. They are constantly turning the dials up and down to meet production goals and often they have stock right there at the factories which are mostly in Taiwan these days to build to demand. Intel doesn't typically stuff the channel because they have very good intelligence on demand so they can react in real time. The thing that typically screws them up is if one of the big OEMs cancels an expected order.
