What they are referring to is that an amendment was filed on 11/4 and the number of shares shown for the company is 10M. If you want to see the entire filing you would have to order a copy to see what it was.

I am not sure what the shares were listed prior to 11/4 so i cannot vouch for whether that number changed but it is a valid assumption that a R/S may be imminent

Has anyone talked to the transfer agent?
