Really all that's needed is some organization with a dozen investors with extra funds to create a sizable bid. Say each put up 1k for 10m shares...that would make a 120m bid right away. Then as they get filled, stash them away and put that much more back on the bid. Also, they would have to start tapping the 2's every now and then to get TDEY some attention and widdle away at the ask. Problem is with the Market, most are only out for themselves and can't be trusted. Sad state of our country but true.
