That is incorrect. "Submission" in EDGAR terms is that the EDGAR system received the filing. If it is before 5:30 Eastern, the filing is available to the public immediately. If it is filed between 5:30 and 10:00 eastern, it will be available to the public first thing in the morning when EDGAR opens at 6:00 A.M. If the filing made during the EDGAR live filing window, "submission", "received" and "acceptance" are the same thing. If it is after the living filing period, "submission" or "received" is the time it was first sent, and the "acceptance" will be the next business day. You can see that on the EDGAR filing headers.

You are confusing "accepted" with reviewed and "no comment". The two terms are completely unrelated. Form 10's are available immediately upon filing - the claim by HHSE that they are only available on EDGAR after the SEC reviews it is complete and utter BS. The SEC reviewers in the Division of Corporate Finance do not even see the filing until it is available to the public on EDGAR as per the above. They get it at the exact same time as everyone else.
