XDEV Upgrade/fix and Error Code 429

The error code 429 problem still exists even after the
recent XDEV upgrade/fix. It occurs when a Microsoft security update is installed -
(KB911562 _deals with Data Access Components v2.8).
More details are in post 582.

The solution, mentioned on the website above for registry repair, still will not solve it either:

The upgrade did solve the problems with the 'What if' function.
