I'm hardly an authoritative source...just trying to piece together some hints as to what is really going on from the public record.

As I think most people know, on June 24 2014 the TSA Office of Security Capabilities held a "Technical Workshop" for which the power point was published at http://www.acconline.org/Documents/Events/SCD/Presentations/2014/2014%20ACC-TSA%20Presentation%20FINAL.pdf. The Presentation is confusing to say the least and kind of points to the bureaucratic soup Implant has to deal with (a) the Checkpoint Solutions and Integration Group says at page 40 their goal is to procure more ETD's in "late 2014" and at page 41 states the Final Operational Capacity number for ETD's is 2,820 units; (b) the Acquisitions Group (who actually buys the equipment), on the other hand, doesn't mention any ETD IDIQ, but at page 86 mentions an "Industry Day" in October and the new QPL going into effect in May 2015 (its actually June, but whatever); and (c) the Deployment Group also appears to be planning for ETD purchases in late 2014 with the infamous "560 ETD" reference at page 91.

From the TEDS solicitation, we know that the TSA Deployment Group is proceeding along the lines that they mentioned in June. The award date under the TEDS solicitation is January 10, 2015, and under the terms of the RFP, the winning bidder must be prepared to begin installation within 60 days of that date (although its a five year contract so the TSA can take its time if it wishes). From the amended Q&A document (attachment J3), questions 8, 28 and 131 involve ETD equipment, so I think its fair to say that the Deployment Group believes it will be installing ETD's. Maddeningly, in question 132 they state they cannot give out the details of the equipment to be used at this time.

So...the Deployment Group appears to be proceeding as per their schedule. To the extent an ETD purchase does not occur by January, my best guess would be that our Limey and Frog friends have succeeded in getting the ETD purchase delayed, as nonsensical as that seems.
