California is looking for new sources of electrical energy as it has sold its interest in the Navajo coal burning power plants because of pollution concerns.

There's a mandate to increase the amount of environmental-friendly energy by some 30% in the next decade.

Why not look to the state regulatory commission to push the state's utilities such as Edison and PG&E into contracts for the SWET project?
