My prediction is that the Administration will wait right until elections to release. It is likely that a Republican will win IMO and they know this. After release, there will no longer be the GSE income on the balance sheet and the next administration will have to raise the debt ceiling. Then the democrats can blame republicans for the raised deficit by cutting taxes and the blame game can continue.
