Again, China Three Gorges already knows what they are investing in, The LOI is a mandatory process they have to go through, this deal is as good as done. That is why it has major coverage by Bloomberg and other trustworthy sources.

Show me proof of Dilution? I have been watching this trade on L2 and have seen ZERO dilution.
