I don't think he set out to deceive, but the statement taken by itself (the part I put in bold) is deceptive, regardless of any qualifying comments.

It states that the cure-all for viruses has been developed.

There's nothing ambiguous about that line.

He says "all or nothing bet" on science. Bet means we don't yet know if the science is right.

Besides, the material quoted is for his subscribers, who already know a lot about NNVC, quoted here with Allan's permission. Allan is not the kind of guy who sets out to deceive.
