is meaningless for investors, in so far as determining if a stock is being shorted in the traditional sense of the word short.
That FINRA report was forced to be made available to the public by the SEC in their uneducated attempt to provide some transparency for the investor. All it does is provide a link that often gets cited with the "burn shorty" mantra.
