Just called Colorado River District. Nice people, the guy told me that as far as he knew SIRG still needed to get a water permit from the state. The permits that they are issuing are in SIRG's court and they haven't done anything. He said they're on a shoestring budget. I told him they didn't have enough money to file a 10K and he laughed. He said he would like to see SIRG successful, since he put so much effort on his side in getting the permitting done.
