Is not so much about the grant itself, since they have enough money to do the project without it.
But the fact that it is being done through the NIH with the SBIR program, where only 13% of all applicants were approved, in 2013 by NIH, for funding a SBIR phase1 project. And once successful with the project, the percentage for commercialization increases, as approval by FDA is almost certain along with a partnership.
The decision to fund any given grant is made by the institute director based on scientific merit, relevance to the NLM mission (U.S. National Library of Medicine), with recommendations of the NLM Board of Regents and availability of funds.
