The bull/bear ratio is definitely in favor of the bulls. Yet, the price has declined rather sharply. Given the high probability of high success, I am wondering why not more investors or potential takeover targets have acquired shares around these levels, yet the price continues to languish here without high volumes.

The bulls will say that everyone is awaiting for these orders to come through, but in order to be bullish that should be a given, yet nobody is buying more around these levels.
