IMO the Port was also worried about possible attempted stock manipulation that was being done by some. But I honestly do not know what their reasons were : i.e. PVEC financial instability, no financial commitment as required ($1 million), lack of financing for the project generally, prior history of Peter and PVEC (abandoment of OSP crew in Mexico), multiple lawsuits and judgement against PVEC, withdrawal of Bahamian partner, lack of vessel, lack of FMC bonding, etc, etc, etc.
Suggest if one wants to know the Port's reasons for their decision and their recommendation to the Palm Beach County Commission, suggest ask them under the Florida Sunshine laws full disclosure to the public.
