Whoever wrote it used "there" for "their." I see that a lot, but not on government documents. Or should I say "alot" or "allot?" Government officials may not be the best-educated people in the world, but they generally have somebody on hand who can get those fourth-grade spelling words right. There's a bunch more stuff wrong in there, too, but there's no need to go into it all. It's fake.

I'd like to hear what Cen Bio has to say about it. It's always a laugh to hear them say something.
