It is truly sad that people in a position to do something about what you cite don't seem to give a rat's ass about illegal naked shorting and/or imo are paid off to look the other way.
I don't buy the understaffing bit either and especially in a case like this where the crime actvity which goes on every day is flagrant-surely someone in SEC or someone in a position to investigate this can time out of the "busy day" to really get involved with the scandalous activities here!
All I know is that I called my local US Congressman's office a few weeks ago to report the crime which goes on here daily, and I got an almost bored reponse from someone in his office in essence saying "thanks-we will look into it."
I haven't heard anything back yet-how shocking!!
