No, normally they can be used for any general purposes. Since they don't have any money they will give vendors preferred or convertible shares at a discount. This is very dilutive but the only way they can stay in business. They will also give employees and directors options...again this produces share dilution. Even if the have a product that might work, going from concept to market acceptance takes years and a lot of money.
