There are others here with a lot more knowledge than myself, but from what I've been able to figure out it appears the September to October extension related to the TSA's Broad Agency Announcement to develop next generation ETD and EDS systems. I think around $10 million was set aside to fund this progam, and since EDS spending is usually higher than ETD spending, Implant receiving an order of up to $2 million appears to me to be a good sign.
There has also been a lot of talk (primarily on other boards) about an IDIQ contract being awarded to Implant in the near future. That appears to have been based on a TSA Office of Security Capability Briefing that issued in June, 2014. In that document, the Office of Deployment (installation) appeared to be planning towards a purchase of 560 ETD units in September, 2014. However, the Security Technology Acquisition Division presentation which occurs immediately before it does not mention any such purchase. Since you cannot deploy what you haven't purchased, I don't know what to make of it. Earlier in the year on a conference call, management hinted strongly that an order is forthcoming, but we are in "wait-and-see" mode.
