Shareholders do not know the detailed plans of any or all operations within a company. Many answers are private information that can compromise competition if disclosed.
For example, companies, let's Apple, rarely reveal their "plans" for upcoming devices. It is all through speculation until the product release date. Do shareholders know all the names of the master engineers behind each product? Did shareholders know there would be an "x" amount of devices and new devices released this season? Are shareholders informed when the next set of devices will be released for purchase to the public and at what cost? No.
Just because the answers are not immediately available to the public, doesn't mean there aren't answers. Your questions are about the scaffolds of this company's endeavors (and the MMJ industry in general), to speculate that the company doesn't have a plan about the foundation of their product doesn't make any sense
