I believe you are right.

In some countries it is legal to bribe foreign officals to obtain contracts. It is illegal in the US. I worked on several international projects where we partnered with foreign companies to do projects in a 3rd world country. Although no one EVER spoke about it, it was understood that our partners would take care of the "dirty work" and we would never know about it. I believe this falls under the Foreign Corrupt Practices Act.
