THE KEY INGREDIENT: 4K is a NEW FORMAT. So HBO/Time Warner
can simply provide ALL THEIR CONTENT in 4K as they remaster & render
recent stuff & edit current content in 4K going forward.

BEST PART: There is NO CHANGE in previous outlets which have
rights to HD content (as suggested in their TWEET)

I said this before using Public Domain content as an example. Anyone
can use public domain films/music; but if you do something different
to the content/material then it is protected by copyright & licensing
fees are due you for whoever uses this NEW FORMAT!!

4K is no different. Whoever has rights to stream, sell, rent, etc.,
Time Warner content may do so per agreements. But 4K is a NEW
FORMAT & is not likely included in previous HD contracts.

CLEARLY this tweet is stating HBO/TW exploring a standalone outlet
(I am merely suggesting how UltraFlix & NTEK fit the scenario):
