I believe the price is down purely and simply to lack of revenue and quarterly losses.
Sales, although showing "record" increases each quarter are not significant enough to bolster and take us to another level.
They really need to start getting results!
As for the DLA, the revenue APDN is getting from them via subsidising the suppliers is absolutely chickenfeed compared to overall orders handed out, so I would be surprised if this was the reason, and realistically it is not costing the DLA that much to be guaranteed genuine parts.
