Can someone explain to me what the second half of this statement means?

The company will pay a dividend for the third quarter ending September 30, to shareholders of record on October 31, 2014. The dividend will have a payable date of November 21, 2014

What does the payable date of November 21st mean? Does it mean you can't sell your shares before Nov 24 or you would lose the divy?
