I have been able to confirm that Scottrade currently has no buy or sell restrictions on GTRL. And others here have stated that there are currently no trading issues on GTRL with Etrade, Ameritrade or Schwab.

So if there was a DTC chill in effect in the past for GTRL (not sure that there was), there would seem to be no such DTC issues at present.

A press release or a filing or even being able to trade on the brokerages that don't allow you to buy.
