You might be on to something.

I think it's much worse

The current share structure wont support a RS?

Mr EEDG does not have enough funds to stay compliant with reporting?

Mr EEDG already blew his toxic piggy bank funds?

That ex-sonic building does not have a walk-up window, so the drive through window is going to be used instead? Again, no funds (or permission from building owner) to modify the building?
