IMHO - Holidays in Canada (Easter Monday) and New England (Patriot day) are contributing to low volume today.

Plus market is getting hammered today by commodities spike, overseas tension, high oil prices, ripple from Nikkei profit taking, and rising treasuries that are causing concern that US investors will pull out of developing Latin American markets for better rates at home.

Pinkies operate in a different environment than "real" stocks but are still impacted by market money flow and investor confidence -- both of which are low today.
