I think that I may have found our recycling facility. In the financial post article its quoted as saying the PGM facility is in Georgia

If you check out the compound on google earth it looks very similar to the picture posted on Brians twitter some time ago, that has since been removed. They also seem to be one of the foremost catalytic converter recyclers in georgia.
