Would do is set a precedent. Then they either release all the divisions or risk getting slapped down in court by both Deep Blue and Capt Tracy. I think even Deep Blue shareholders would have a pretty good case for damages caused by DR forced year of inactivity.
As far as UNESCO, I know they like to throw their weight around, but don't know if they would go so far...or even have the right to....tell a country to intentionally breach a contract. I think it has more to do with whatever the DR has been doing with their shares of all the recoveries over the years.
