how-can-a FORM-15 company be "highest-level-of-transparency"??…need-to-know-what-15-means to answer the question……

investors should know that a Form 15 filer is a company that CHOOSES to withhold ANY SEC disclosure information………..INCC is one such company

UNADITED balance sheets and Annual reports are ALL based on numbers INCC says are correct………..no SEC group or certified AUDITORS have ENDORSED the financials
