wilma: Like it matters. Dr.SS isn't hiding under any rocks. "Operation Shell Expel" started right after Dr.SS sold his RPTN shell and kept his KEYO shell. He's a BILLIONAIRE. He owns the shell. He would've been the first they'd go after because it's the most glaring to be used in the future.

Why didn't they?

Do you know their tactics in finding and vetting out the shells they did?

No, KEYO wasn't just simply overlooked or missed or not gotten to yet.
