No scam. No shell game. The article continues on to explain...

Ivonne Boileve has ties to Navial Holdings, a division of The Kiliwas Mining Group, which in turn is a subsidiary of the American company Cotton & Western Mining. On their website, Navial Holdings claims tohave control over "98% of the mining rights" in an area of over 465,000 hectares of Baja California, although his
name does not appear in the records of the SE.

According to the study ore or life: the mining legislation in Mexico, has created a market where concession holders transmit to third parties the right to them in every possible legal forms, including sale.

"It is the most used, but not so filed. It can occur when a person manages the concession for himself and once you get delivery to another whose name was handled from the beginning, without saying it.

"In the concessions granted by the SE, for example, many individuals appear as beneficiaries, but disappear in the exploitation phase of the mineral," says the study.

It can also be the case that a person get a grant to explore the types of minerals that exist in a given area and then sell it to an interested company.

In any case, these actions, the report concludes, "are completely legitimate because the law allows."
