Receiving stock from the company, through options or otherwise, should increase the ownership share of the insider without reducing the float. I.e., it does not reduce the supply of stock on the open market, and would only increase it if the insider chooses to sell. If the stock cannot be sold, the insider has an interest in seeing the value go up before he is allowed to sell.
