Most likely a Blackout period.

They are not being allowed to.

Bottom line, everything that is happening, from the board being very quiet, to the market maker manipulations and index planned dump, to the insider Black out, all serve one purpose.

Maximize Institutional Positions.

When this thing is finally ready to turn around and gap up, it will be a very dramatic move.
