Can someone explain the difference between the bid and the ask again? and how they affect each other?

My scottrade account displays them like so:

Bid/Size: 0.0022/87,915 Ask/Size: 0.0023/230,100

Is the size the number of shares being sold at that price?
If I placed a limit order for a number of shares at 0.0022 why wouldn't my order fill completely in this situation?
