No, it wouldn't be PPJE for testing kenaf

If they're sending out kenaf fiber for testing, then the testing is for the kenaf's physical properties, such as tensile strength, absorbancy, use in the manufacturing of pulp for paper, etc.

Absolutely nothing to do with PPJE.
