Not always the case. Do some digging. You'll find plenty of shells that don't get halted by the sec. Here's something for everyone to consider: look at the fins... INVA owns preferred shares of XUII. XUII was halted the same day- there could be a link there and the reason why INVA might've gotten halted was because of their connection to XUII which had been diluting like crazy after raising their A/S to 10Bil.
