The production and consumption of marijuana for recreational use is currently illegal in all EU member states. The Netherlands and Portugal have the most relaxed policies on marijuana, with small-scale possession unlikely to result in a criminal conviction. Medical marijuana is currently legal or decriminalized in the Czech Republic, Finland, the Netherlands, Portugal, Romania and Spain.
