I think right now all borders should be sealed, east, west, north and south; the Coast Gard and the Nation Gard should pick up all slack. If you are are flying in from anywhere near the Ebola problem, you need to be quarantined until we know you are safe; no more flights; this is an electronic communications era, we can do without foreign travel to these troubled areas.
Until the Muslims wars are over and Ebola has has been stopped, No More Immigrants. This is just common sense and survival.
